On March 31, 2016, Attorney Pellegrino participated in a ribbon cutting ceremony in regard to the opening of the Millstone Apartment Complex in Hamden, Connecticut. Mayor Curt Leng, various other Town officials and the developer, Joseph Natale, along with members of his staff and family, also participated in the ceremony.
The ribbon cutting was the culmination of the redevelopment of this project by Mr. Natale. Attorney Pellegrino represented the developer throughout all of the stages of the revitalization of this site, which had laid dormant for more than 20 years. Those services included the acquisition of the site, accomplished by the purchase of outstanding tax liens to the Town, the navigation of the site through an environmental clean-up with the State Department of Environmental Protection and the receipt of numerous land use permits from the Town’s land use agencies. Along the way Attorney Pellegrino also assisted Mr. Natale with various financing programs for both the construction loan and permanent financing with First Niagara Bank.
As completed, the property, which sits on 3 acres of land, will be the home for 39 new residential apartments which are all fully occupied. The name “Millstone” has historical significance in Town, which was the home for many milling operations in its industrial history. During the redevelopment of the site, three millstones, one of which adorns the project’s entrance, were uncovered. Another was donated to the Town’s Historical Society.
The development was lauded by the Mayor as a great example of the cooperative efforts necessary between developers and government agencies to revive and redevelop properties with challenging regulatory hurdles. Attorney Pellegrino was heralded for his efforts on behalf of the developer in making the redevelopment successful.
